Harbin Medical University (HMU), located in Harbin—the "Ice City" in northern China—is a prestigious medical institution with a rich historical and cultural heritage. Founded in 1926 by Dr. Wu Lien-teh, a pioneer of modern medicine in China, the university has upheld his spirit of “patriotism, self-improvement, entrepreneurship, and dedication to education,” while carrying forward the honorable tradition of the Workers' and Peasants' Red Army Medical School: “politically firm, technically excellent.” Adhering to its motto, “upright as straightened wood; erudite in medicine,” HMU has continuously enhanced its comprehensive strength and evolved into a large-scale, distinctive higher medical education institution.
As a co-built institution by the Heilongjiang Provincial Government, the National Health Commission, and the Ministry of Education, and as the leading Chinese institution of the Association of Sino-Russian Medical Universities (ASRMU), HMU has achieved remarkable success in international student education. Since 1997, it has been among the first 30 universities approved by the Ministry of Education to enroll international students in undergraduate clinical medicine programs taught in English. In 2012, the College of International Education was established to centrally manage international student training. The university has passed the “Special Inspection on Clinical Medicine Programs Taught in English for International Students” and obtained quality certification from the Ministry of Education for international education. In 2024, HMU became the first university in China to simultaneously pass both the Ministry of Education's Quality Certification for Higher Education of International Students and the Quality Certification for Undergraduate Clinical Medicine Education (English-taught).
Currently, HMU educates international students from over 60 countries at bachelor’s, master’s, and doctoral levels. Its graduates have significantly outperformed peers from similar institutions in overseas physician licensing exams. HMU degrees are recognized by authoritative bodies such as the World Federation for Medical Education (WFME) and the Educational Commission for Foreign Medical Graduates (ECFMG), contributing outstanding talents to global healthcare.

II. Application Requirements
(1) Eligibility Criteria
Master’s Applicants:
Not a citizen of the People’s Republic of China;
Hold a bachelor’s degree or equivalent, with excellent academic performance;
Age must not exceed 35 years old at the time of application.
Doctoral Applicants:
Not a citizen of the People’s Republic of China;
Hold a master’s degree or equivalent, with excellent academic performance;
Age must not exceed 40 years old at the time of application.
Special Notes:
Ethnic Chinese applicants who hold foreign citizenship (including former Chinese citizens who have acquired foreign nationality) must undergo nationality pre-review by our university during admission and verification by Chinese public security exit-entry authorities. Failure to pass will result in automatic disqualification from enrollment and registration.
According to Article 5 of the Nationality Law of the People’s Republic of China, individuals born abroad with foreign nationality whose parents are both or one Chinese citizen residing abroad do not possess Chinese nationality. Such applicants must additionally provide:
A valid foreign passport with at least four years of remaining validity;
Proof of actual residence abroad for no less than two years within the past four years (as of March 30, 2026), calculated at one year per nine months of stay, based on entry-exit stamps in the passport.

Complete and submit accurate personal information and required documents online. Keep your phone active and regularly check your application account and email, as our admissions office may contact you at any time.

All materials must be uploaded in Chinese or English truthfully:

Must be certified by the issuing country’s Ministry of Education or Ministry of Foreign Affairs
Current students should upload an official Certificate of Expected Graduation; final degree certificate must be submitted before enrollment
Originals must be presented upon arrival for verification
Academic Transcripts:
Study or Research Plan (minimum 1,000 words, in Chinese or English)
Two Letters of Recommendation: signed by professors or associate professors (in Chinese or English)
Proof of Language Proficiency:
TOEFL ≥ 70 OR IELTS (Academic) ≥ 6.0
Exemption available if previous degree was fully taught in English: submit a Medium of Instruction Certificate issued by your school
Native English speakers are exempted
Physical Examination Report
Certificate of No Criminal Record: issued by local police authority, valid within 6 months of submission date
Supervisor Acceptance Letter: must be uploaded under the "Pre-admission" section in the CSC system (see Attachment 1)
Other Supporting Documents: financial proof, competition awards, community service records, etc., can be uploaded under "Other Supporting Materials"
Important Notes on Documentation:

Candidates may use this to select supervisors and obtain acceptance letters.
Ensure all information and documents are complete and authentic. Incomplete or inaccurate submissions will not be processed.
Non-Chinese/English documents must include notarized translations. It is recommended to have them notarized at the Chinese Embassy or Consulate in your country.
Normally, hard copies are not required. However, HMU reserves the right to request original documents for verification. All submitted materials will not be returned regardless of outcome.

(6) Evaluation and Nomination
The College of International Education will organize expert interviews for eligible applicants.
Based on evaluation results, HMU will recommend scholarship candidates to the China Scholarship Council (CSC).
Final awardees will be confirmed by CSC and receive full funding for their studies in China.
(7) Admission and Notification
After receiving the final approval from CSC, HMU will notify successful applicants and mail the admission package.
Scholarship recipients may not change their host university, major, or duration of study.
All scholarship students must register on campus before September 30, 2026; late arrivals will forfeit the scholarship.
CSC scholarship holders cannot concurrently receive other scholarships funded by Chinese government entities (except one-time awards or honorary prizes).
