2025学年中国政府奖学金“丝绸之路”奖学金项目用于部分中国高校招收来自“一带一路”国家的优秀国际学生来华学习。根据国家留学基金管理委员会下发《关于批复2025/2026学年“丝绸之路”中国政府奖学金项目名额的通知》，经答辩评审，我校申报的《基于“一带一路”教育行动的中俄医科大学联盟高水平研究生人才培养》项目获批，奖学金名额10个。

Chinese Government Scholarship (CSC) “the Silk Road” Project is established by the Ministry of Education to support Chinese universities to recruit outstanding international students from Belt and Road Countries for graduate studies in China. According to “Notice on the Approval of the Silk Road Chinese Government Scholarship Program for the 2025/2026 Academic Year” issued by the China Scholarship Council, after defense and review, the Harbin Medical University project of “Cultivating High-level Postgraduate Talents of Association of Sino-Russia Medical Universities based on the Educational Action of the ‘Belt and Road’ Initiative” was approved, with 10 scholarship candidates.

一、奖学金资助类别、内容及期限

1.资助类别：硕士研究生和博士研究生；

2.奖学金包含学费、住宿费、生活费（硕士3000元/月，博士3500元/月）和综合医疗保险；

3.资助期限：硕士研究生3学年；博士研究生3学年（经申请可延长一年）。

I. Terms of the Scholarship:

1. Master’s and Doctoral Students;

2. The Scholarship covers the tuition fee, accommodation fee, living expenses (Master’s program: 3000RMB/month, Doctoral program: 3500RMB/month) and comprehensive medical insurance;

3. The duration is 3 academic years for Master’s students; 3 academic years for Doctoral students (one year extension allowed upon application).

二、招生专业及授课语言

1.招生专业：营养与食品卫生学、药理学、内科学、外科学、肿瘤学；

2.授课语言：英语。

II. Programs and Medium of Instruction

1. Scholarship programs includes: Nutrition and Food Hygiene, Pharmacology, Internal Medicine, Surgery, Oncology;

2. Medium of instruction: English.

三、申请条件

1.申请人国籍为俄罗斯，身心健康；

2.学历和年龄要求：

- 申请攻读硕士学位者，须具有学士学位，年龄不超过35岁；

- 申请攻读博士学位者，须具有硕士学位，年龄不超过40岁；

申请时尚未拿到毕业证的应届毕业生需提供所在学校出具的预毕业证明，用以证明申请者将有能力于入学当年的7月前顺利毕业并取得毕业证；

3.语言要求：可提供包括托福70分以上、雅思6.0分以上，或所在学校出具的语言能力证明等。

III. Eligibility

1. Applicants must have Russian nationality and have good physical and mental health;

2. Master’s program applicants must have bachelor’s degree and be under the age of 35; Doctoral program applicants must have Master’s degree and be under the age of 40.

3. For language requirements, the applicants should achieve TOEFL scores above 70, IELTS scores above 6.0, or the language ability certificate issued by the university.

申请人须在2025年5月20日前完成“中国政府奖学金来华留学管理信息系统”的填报并上传相关“补充材料”，确保填报信息真实、准确、完整。

IV. Time of Application

The applicants should finish the program application on CSC system www.campuschina.org and upload all related "supplementary materials" before May 20, 2025. The information uploaded must be true, accurate and complete.

五、申请流程

1.登录“中国政府奖学金来华留学管理信息系统”（登录http://www.campuschina.org后，点击“奖学金申请学生入口”进入）填写申请信息，在线提交《中国政府奖学金申请表》。须注意留学项目类别为B类，哈尔滨医科大学机构代码为10226。

2.我校将根据“中国政府奖学金来华留学管理信息系统”中提交的申请材料对申请人材料进行审查。

V.  Application Procedure

1. Log on the CSC system: www.campuschina.org, click on the “Scholarship application for students”. Fill up and submit the “Chinese Government Scholarship Application Form” online.

Please note that the program category is “B”, and the institution code of Harbin Medical University is 10226.

2. Our university will review the applicant materials according to the application materials submitted on the CSC system.

六、申请材料

1.《中国政府奖学金申请表》（中文或英文在线填写）；

2.护照首页。申请人须提交有效期晚于2026年3月31日的本人普通护照的首页清晰扫描件，如现持有护照有效期不符合要求，请及时换发新护照再提交申请；

3.经过公证的最高学历证明。如申请人为应届毕业生请提供学校出具的预计毕业证明。已毕业的学生请提供学位证书原件以及其公证件。上述文件原件非英文或者中文书写的，须提供对应的英文或者中文翻译件；

4.学习成绩单。成绩单应由学校管理部门开具并盖章。成绩单原件非英文或者中文书写的，须提供英文或者中文翻译件；

5.语言能力证明。申请须提供相应的语言能力证明，如雅思或托福成绩单等；

6.来华学习或研究计划。不少于1000字，用中文或英文书写；

7.推荐信两封。申请人须提交两名教授或副教授的推荐信，用中文或英文书写；

8.哈尔滨医科大学的导师接收函。请根据“附件1”的专业目录，查询导师研究方向，构思研究计划，并通过邮箱联系导师。导师根据学生的科研潜质，判断是否出具导师接收函。申请人将导师接收函上传至系统附件14(pre-admission)部分。

9.《外国人体格检查表》，表格由中国卫生检疫部门统一印制，检查结果有效期为6个月；

10.无犯罪记录证明。申请人须提交由所在地公安机关出具的有效期内的无犯罪记录证明，通常应为提交申请之日前6个月以内的证明文件。

11.专业领域发表文章和科研成果；

12.其它附件材料（如获奖证书等）；

13.个人清晰电子照片。

注意：所有通过系统上传的材料须清晰、真实、有效。建议申请人使用专业设备扫描需提交的有关文件，因上传材料不清晰或不可识别造成的后果由申请人承担。

VI. Application Materials

1. Chinese Government Scholarship Application Form (filled up online in Chinese or English);

2. A scanned copy of the first page of passport with a validity date later than March 31, 2026. If the current passport validity does not meet the requirements, please renew the passport within the submission time;

3. Notarized Certificate of the Highest Academic Qualification: recent graduate must provide the Expected Graduation Certificate issued by the current university. The Graduates must provide the original copies of the Degree Certificate, and the corresponding Notarized Certificates. If the documents are in other languages, an English or Chinese translation must be provided;

4. Academic transcripts. Transcripts should be issued and stamped by the administration department of the university. If the original transcript is in other languages, an English or Chinese translation shall be provided;

5. Language proficiency Certificate. Applicants must provide the appropriate Language proficiency Certificate, such as the exam scores of IELTS or TOEFL;

6. Research plan in China. No less than 1000 words, written in Chinese or English;

7. Two Recommendation Letters. Applicants are required to submit Recommendation Letters in Chinese or English from two professors or associate professors;

8. Acceptance letter from Postgraduate supervisors of the HMU. Please check the supervisor's research field according to the program catalog in "Attachment 1", formulate the research proposal, and contact the supervisor via email. According to the student's scientific research potential, the supervisor will decide whether to issue the supervisor acceptance letter. Applicants should upload the Acceptance letter onto the CSC system in the Annex 14(pre-admission) section;

9. Provide the "Physical Examination Form for Foreigners" issued by the Chinese Health and Sanitary Department. The physical examination has a period of validity of 6 months;

10. Certificate of No Criminal Record. The applicant must submit a Certificate of No Criminal Record issued by the local Public Security Department, with a date of less than 6 months before the date submitting the application;

11. Publication and Scientific Research Outcomes in professional fields;

12. Additional attachments (such as award certificates, etc.);

13. Identification photos.

Note: All materials uploaded through the system must be clear, authentic and valid. It is recommended that the applicant use professional equipment to scan the above materials. If the materials uploaded are unclear or unidentifiable, the consequences will be borne by the applicant.

七、考核及推荐

1. 国际教育学院将组织专家对符合条件的申请人进行面试考核，学校将面试考核结果择优向国家留学基金管理委员会推荐奖学金候选人选名单；

2.推荐奖学金候选人经国家留学基金委审核合格的，即可获得中国政府奖学金资助来华学习。

VII. Assessment and Recommendation

1. The College of International Education will organize experts to interview the qualified applicants, and the HMU will recommend the list of scholarship candidates to the China Scholarship Council based on the assessment results;

2. Scholarship candidates who are approved by the China Scholarship Council will be supported the Chinese Government Scholarship to study in China.

八、录取及通知

1.学校收到CSC审核确认的最终录取结果后，将及时通知申请者，并把录取通知书等材料邮寄给新生；

2.奖学金获得者不得变更录取院校、学习专业及学习期限；

3.新生须于2025年9月30日前来华到校注册报道。不能按录取期限来华学习者，奖学金资格不予保留；

4.中国政府奖学金生不得同时享受中国各级政府的其它奖学金（不含各类一次性奖励金）的资助；

5.新生报到时需携带哈尔滨医科大学录取通知书、JW201签证申请表（纸质或电子版）、《外国人体格检查表》、最高学历证明原件（原件如非中文或英文书写，还需提供中文或英文翻译件）等材料，供学校复核奖学金资格。复核不通过者，奖学金资格将被取消。

VIII. Admission and Notification

1. After receiving the final admission result confirmed by CSC, the HMU will inform the qualified applicants, and send all materials including the admission by mail;

2. Scholarship students are not allowed to change the university, program and duration of study;

3. Scholarship students must personally register at the HMU before September 30, 2025. Scholarships will not be kept for those who register later than the deadline;

4. Chinese Government Scholarship students are not eligible for other scholarships issued by any level or institution of Chinese government (excluding one-off scholarship and awards);

5. New students are required to bring the admission letter of the HMU, JW201 visa application form (soft copy allowed), the Physical Examination Form for Foreigners, original copy of the Highest Academic Certificate (with a Chinese or English translation if the certificate is in other languages) and other additional materials while registering at the HMU. The materials will be reviewed again, the students will be disqualified from the scholarship if the materials are ineligible.
