哈尔滨医科大学留学生外海身份管理办法
Administration measures for HMU Student overseas identity
为加强哈尔滨医科大学来华留学生海外身份管理，根据《中华人民共和国出境入境管理法》及《中华人民共和国外国人入境出境管理条例》，并结合我校实际情况,制定本办法。具体条款如下：
To strengthen the HMU Student overseas identity management of international students, in accordance with the 《Order of the President of the People’s Republic of China》and《Regulations of the People's Republic of China on the Administration of the Entry and Exit of Aliens》 combined with the realities of Harbin Medical University, the following Measurements are formulated.
第一条、留学生应在每学期指定的入学注册期间，持L、F或X1、X2签证到国际教育学院报到注册，并办理居留许可手续。（注：X签证的有效期为入境后30日，30日内务必到办理签证变更手续。在学校指定日期之前入境而需要办理签证延期的学生，原则上不予办理。）
1. Students with “L”、 “F” or “X1”、 “X2” visa should register at the College of International Education during the designated registration period and apply for the residence permit. (P.S. The validity for X-Visa is 30 days after arrival in China; thus, students must submit their visa extension application within these 30 days to obtain a legal status in China. In principle, no visa extension procedure will be accepted for students who enter China before the designated registration day.
第二条、在校外居住的来华留学生应在入住后24小时之内到所属派出所办理《常住境外人员住宿登记表》（请参考附件）并将已办理完的《常住境外人员住宿登记表》保管好；居住留学生公寓的学生，到保健路派出所办理《常住境外人员住宿登记表》。
2. Students living off-campus should go to the relevant local police station and apply for the Accommodation Registration Form for International Nationals (see Appendix) within 24 hours after they accommodate off the campus. Afterwards, the original form should be kept by student safely. For students living in-campus, Baojian road police station is in charge of HMU International students Accommodation Registration Form for International Nationals issuance.
第三条、留学生入学注册后应在学校指定的日期之内进行体检，并将检查结果原件提交到国际教育学院。如体检结果发现疾病，则按有关规定进行处理。
3. Students should accept physical examination within the designated period with the fee 345rmb, and submit the original form of examination result to CIE. The relevant regulations are to be enforced in the case of detection of any disease.
第四条、第一次办理居留许可的留学生须将护照、《常住境外人员住宿登记表》原件、外国人体格检查记录表原件、 两寸照片、等材料提交到国际教育学院，由国际教育学院代为办理居留许可手续。办理时间为20个工作日。办理手续所需的费用由学生自理。
4. Students who apply for the residence permit for the first time should submit required documents including passport, original copy of Accommodation Registration Form for International Nationals，original copy of physical examination, and photos to CIE who will help students apply for the residence permit. It will take about 20 workdays to get a residence permit. Students are responsible for the fees.
第五条、居留许可的有效期
自费生：第一次办理至下系。第二次办理至毕业。
交换生及短期生: 办理至交换或短期研修结束。
政府奖学金生：政府奖学金生的签证期限，根据护照有效期限办理至专业学习日期结束为止。
注：国际教育学院可根据留学生的缴费，学业，校园生活等情况调整居留许可给予期限。
如护照有效期不满专业学习结束，签证期限办理至护照有效期结束为止，学生自行办理护照有效期延长手续后，可再办理签证有效期限延长手续，签证办理费用由学生自行承担。
5. The validity of residence permit
Self-funded students: The first residence permit will be given until clinical study. The second residence permit will be given to 1 month after graduation.
Exchange students or Short term training students: Residence permit will be given until completion of studies.
Government scholarship students: according to the passport validity, visa for government scholarship students are extended up to the graduation date.
Note: College of International Education may adjust the duration of residence permits according to the condition of student’s payment, study and campus life. If the validity of the passport will end before graduation, the visa will only be valid along with expire date of the passport. Students should apply for passport extension by themselves and then extend their visa. Students are responsible for the extension fees of both passport and visa.
第六条、因继续在我校学习，需要延长居留许可期限的学生，须在居留许可有效期满一周之前到国际教育学院申请办理有关手续。申请时应提交缴纳学费收据、护照原件、重新办理的《常住境外人员住宿登记表》原件（如在校外居住期间地址变更或持新的有效签证，应重新办理《常住境外人员住宿登记表》并将原件提交留学生办公室）、二寸免冠证明照一张及相关费用。
6. Students who need to extend the residence permit for further study in HMU, they should apply at the College of International Education a week before their residence permit expires. These materials should be attached along with the application: tuition fee receipt, passport, reissued Accommodation Registration Form for International Nationals (in case of a change of off-campus address or a new visa type, Accommodation Registration Form for International Nationals), one 2inch bareheaded photo and relevant fees.
第七条、因留学生本人原因，出现签证有效期过期情况，由公安局出入境管理处按有关规定进行处罚。处罚金额为500元到10,000元不等，并按情节轻重劝其回国或驱逐出境。期间发生的费用由学生本人承担。
7. Punishments are to be imposed when the visa expires due to negligence of students. The fine arranges from500￥to 10,000￥ and based on the situation, advise of repatriation or deportation can be implemented. Students are responsible for all the fees involved.
第八条、留学生家属可申请签发私人事务拘留许可，但有效期不能超过学生签证的有效期限。学生本人及家属必须签署承诺书并履行承诺相关事项。
8. Student’s family dependents can apply for personal affair residence permit and the validity cannot be longer than that of student’s visa. Student and student’s family dependents must sign and fulfill the commitments.
附件： 办理《常住境外人员住宿登记表》
Appendix： Application for Accommodation Registration Form for International Nationals
1、留学生须在入境或在哈尔滨租房后24小时之内，和房东一起到住宿地所属管辖派出所办理常住境外人员住宿登记手续。未能按时办理者，派出所有权对其处以500元人民币/天的罚款。
1、Students should go to local police station with the landlord for the procedures of Accommodation Registration Form for International Nationals application, within 24 hours after arrival in China or renting a house in Harbin. Those who are late for registering at the local police station will be fined of 500rmb per day.
2、入住留学生公寓的学生，应在入境后24小时内办理常住境外人员住宿登记表。
2、To apply for the Accommodation Registration Form for International Nationals, students living in dormitory should complete the registration within 24hours after arrival in China.
3、如学习期间居住地或签证发生变更，须及时办理常住境外人员住宿登记手续。申请签证延期手续时，须提交登记表原件。
3、If case of any change in the living location or visa type, students should apply the Accommodation Registration Form for International Nationals immediately. To extend the visa duration, the original copy of Accommodation Registration Form for International Nationals should be handed.
4、办理常住境外人员住宿登记表必须本人携带护照办理。
